Surge is from Unova, as that region is based on part of America. It would have made more sense for the Pokémon: Let’s Go games to confirm that Lt. Surge comes from Unova.
Why is LT surge so tall?
Given that the average height for an adult male is only 5’8″, Surge should be taller than nearly every other human in the series. Being over seven feet tall also classifies him as a giant, which means that he may have an overactive growth hormone.
Is LT surge American?
Lt. Surge is known as the “Lightning Lieutenant”. Apparently, he is or was an American soldier who fought in at least one war, during which Electric-type Pokémon saved his life. As a member of the army, Surge was a strict CO, and was rather cautious.

Every day from 3pm to 4pm, head to Pallet Town and into Blue’s house where his sister Daisy will allow a massage to one of your Pokemon. After a few massages, show her a Pokemon with a high amount of beauty and she’ll give you her brother’s number. On Sunday nights, call up Blue for a rematch.
